Owensboro Community & Technical College has named Sheri Plain as the new Vice President of Workforce and Economic Development.
Plain, who most recently served as Senior Director of Workforce Development within OCTC’s Workforce Solutions division, will now lead the college’s team of more than 40 workforce professionals. In her expanded role, she will oversee the development and delivery of customized training programs, high-stakes assessments, adult education services, healthcare certifications, apprenticeships, and work-and-learn programs designed to meet the evolving needs of today’s workforce.
“I am excited to step into this new role and continue working alongside our incredible team at OCTC to support the workforce needs of our region,” Plain said. “Our goal is to empower individuals and organizations with the skills, certifications, and training that directly impact career advancement and economic growth.”
Plain’s journey at OCTC began in the classroom as an adjunct communications faculty member at Owensboro Community College. Her passion for education and community engagement led her to serve as the college’s first Director of Marketing and Public Relations, where she played a pivotal role in elevating the college’s visibility and community impact. She also worked with the Community College of Owensboro Inc. Foundation Board, leading the college’s inaugural major gifts campaign.
Over the years, she has spearheaded a wide range of local, regional, and nationally funded workforce initiatives, helping to connect individuals with job opportunities, certifications, and career pathways in high-demand industries.

Plain’s team will focus on expanding access to short-term certifications, creating more opportunities for apprenticeships, and developing solutions for employers to train and upskill their workforce.
