Kentucky Transportation Cabinet announces license changes

A license is more than proof of your right to drive, it is the way you prove who you are.  In October 2020, standard licenses will no longer meet federal REAL ID requirements for Kentuckians to board US flights or enter select federal facilities and military bases.  New security standards were recommended by the National Commission on Terrorist Attacks Upon the United States (also known as the 9-11 Commission) to prevent the fraudulent use of licenses. Kentucky’s answer to this is the new Voluntary Travel ID (VTI).

What is this Voluntary Traveler’s ID and why do I need it?

In order to board a plane, visit military bases or any federal building, you must have an ID that has been validated and verified. This ID in Kentucky is being called the Voluntary Traveler’s ID. Starting in January of 2019, the Kentucky Department of Transportation will begin issuing VTIs, but it has not been determined when this will begin in Daviess County.

How do I get my Voluntary Traveler’s ID?

In order to obtain a VTI, every person will need to bring their original birth certificate, social security card that has not been laminated and two proofs of residence (lease agreement, electric bill, credit card bill, etc.) to the Driver’s License Office in the Morton J. Holbrook Jr. Judicial Center. Those that apply will not receive their VTI the day of application. The issuance of all driver’s licenses and personal ID cards will move from on-site production to one central, secure location in Frankfort. All individuals will be issued a temporary document that can be used to drive. A temporary document, in conjunction with your expired or invalidated license or ID, will allow you to board U. S. flights. After the documentation has been verified, the VTI will be mailed to the driver. The license renewal will be moving from a four-year to an eight-year span.

How much will my VTI cost?

The new VTI will cost $48 and a renewal of the standard Kentucky license is $43. If you chose to obtain the VTI before your current license expires, the rate will be reduced.

Is a VTI mandatory?

You may opt to not have a VTI. If you own a passport, never fly or don’t visit military bases, federal buildings or nuclear power plants, a new standard license may be enough.
