Manning, 31, of the 2400 block of St. Ann Street was charged Monday with an aggravated DUI (third offense), driving the wrong way on a one-way street, failure to notify address change to Department of Transportation, failure to produce insurance, second degree disorderly conduct and driving on DUI suspended license (first offense).
Caleb L. Hampton, 19, of the 2400 block of West Ninth Street was charged Monday with trafficking synthetic drugs (first offense), tampering with physical evidence, possession of drug paraphernalia and possession of marijuana.
