• Jose Rodrigo Santillan-Sandoval, 27, of Owensboro, was charged Tuesday with first-degree possession of a controlled substance (meth).
• Christopher Andrew Harris, 31, of the 1900 block of Tamarack Road was charged Tuesday with driving under the influence.
• Ral Lian, 34, of Owensboro, was charged Tuesday with driving under the influence.
