• Steven Dale Barnes, 41, of Hartford was charged Monday with first-degree possession of a controlled substance (meth).
• Stanley Douglas, 43, homeless was charged Monday with first-degree promoting contraband, attempted second-degree robbery and disarming a peace officer.
