OPD arrests armed barricaded subject after hours-long standoff Friday

Update, 1:45 a.m. Oct. 15 — An hours-long standoff Friday night involving an armed subject, who barricaded himself inside a home with multiple residents inside, ended with his arrest according to the Owensboro Police Department. Police say the incident began when two suspects held a victim forcibly in the residence, assaulted him with a pipe, and discharged a weapon in his direction.

According to a release from OPD, at 6 p.m. officers responded to a residence in the 2000 block of Alexander Avenue for a reported shooting. Upon arrival, officers determined that an altercation had occurred at the residence between an adult male victim and the suspect(s), Xavier R. Boone and Michael J. Carter. 

“Prior to officers arrival, the victim had been forcibly held inside of the residence, struck multiple times in the head with a pipe, and had a firearm discharged multiple times in his direction before fleeing from the residence,” according to OPD. “Multiple residents exited the house upon officers’ arrival but it was determined that others, including Boone and Carter, remained inside.” 

Police said the victim suffered multiple injuries to his head and was treated by American Medical Response, but was not shot. 

The OPD Emergency Response Team, Crisis Negotiation Unit, and Criminal Investigations Division responded to the residence. 

Per the release, after several hours of unsuccessfully attempting contact with those remaining in the residence a search warrant was obtained and the Emergency Response Team began implementation of Armed Barricaded Subject Procedures. Multiple subjects exited the house once procedures were started, according to OPD. 

The Emergency Response Team implemented additional procedures that caused Carter to exit the residence unarmed and he was taken into custody. 

According to the release, officers were able to briefly make contact with Boone, who continued to refuse to exit the residence or speak with officers. The Emergency Response Team entered the residence, located Boone inside, and took him into custody. 

Boone was charged with: 

  • Unlawful Imprisonment, 1st Degree 
  • Assault, 2nd Degree 

Carter was charged with: 

  • Unlawful Imprisonment, 1st Degree 
  • Assault, 2nd Degree 
  • Wanton Endangerment, 1st Degree 
  • Failure to Appear 
  • Assault, 4th Degree (Domestic Violence)
