• Robert Lee Howell, 42, of the 800 block of W. 13th Street, was charged Thursday with theft by deception, including cold checks and possession of stolen mail.
• Ryuann Goatee, 26, of the 900 block of W. 2nd Street, was charged Thursday with first-degree unlawful imprisonment and second-degree strangulation.
• Sadie Mae Priar, 31, of the 1900 block of Windsor Avenue, was charged Thursday with first-degree possession of a controlled substance (meth).
• Amber K. Dickens, 36, homeless, was charged Friday with first-degree possession of a controlled substance (meth).
