
JoAnn House-Cecil, 73, of Owensboro, passed away peacefully on May 9, 2025, at Owensboro Health Regional Hospital. She was born in Washington, DC, on June 3, 1951, and was the daughter of the late Joseph and Margarie House.
JoAnn was a woman of remarkable kindness and compassion. Her door, and her heart, were always open to anyone in need. Whether it was a listening ear, a comforting presence, or a place to stay, JoAnn offered a sense of safety and belonging to everyone who crossed her path. She believed deeply in the power of love, community, and friendship, and she built a life full of lasting connections and cherished relationships. JoAnn dedicated 28 years to the Daviess County Fiscal Court, where she led with integrity, wisdom, and tireless commitment. In recognition of her generosity and service, JoAnn was named a Kentucky Colonel, an honor she carried with humility and pride.
In addition to her parents, JoAnn was also preceded in death by her ex-husband, Anthony Cecil; son, Anthony Barry Cecil; siblings, Joseph H. House, William Presley House, and Linda Sue House; special friend, Snookie Owens; and her beloved dog, Jingle Bells.
Those left to cherish her memories are her siblings, Rebecca (Charlie) Jean, David (Tracy) House, and Lydia Diego; nephews, Richard (Misty) House, Joseph House, Chris (Debbie) House, BJ (Angela) House, Shane (Cindy) Jean, Charlie Jean, Jamie (Beth) Boone, and Jonathan Boone; niece, Angela McBride; bonus son, Chris (Jamie) Carrico; as well as several other loving family and friends.
The funeral Mass for JoAnn will be 10:00 am, Saturday, May 24, 2025, at St. Joseph and Paul Catholic Church, 609 E. 4th Street, Owensboro, KY 42301, with a meal following.
