Owensboro opens application process for affordable housing development funds

The City of Owensboro is now accepting applications for funding to support the development of affordable multi-family rental housing through the HOME-American Rescue Plan (HOME-ARP) program.

Approximately $856,687 is available on a competitive basis to support projects that serve HOME-ARP qualifying populations. These include individuals and families experiencing or at risk of homelessness, survivors of domestic violence, and other vulnerable households.

According to the announcement, eligible activities include new construction, acquisition, and rehabilitation of non-luxury permanent rental housing. All projects must meet federal requirements, including long-term affordability and tenant income restrictions.

The opportunity is open to experienced housing developers, including non-profit organizations and development teams with the capacity to deliver quality, compliant housing. No financial match is required.

Applications will be evaluated based on several criteria, including project readiness, demographic targeting, development team experience, location, amenities, and the ability to deliver high-quality housing within program timelines.
