Born January 22, 1931 in Butler County to the late Noah and Golda Duke Phelps, Mr. Phelps grew up one of eight children. The years have now reduced their number to only two, leaving his brother, Larry Phelps (Liz) and sister, Deloris Rhoads (Terry). His five grandchildren include Christa Dukate (Randy), Brian Connor, Brent Castlen, Shelly Castlen, and Blake Castlen along with six great grandchildren and numerous nieces and nephews.
Joe, or “JV” as many knew him, loved to hunt and fish and spend time doing yard work. He was employed for 39 years as a warehouse manager at Owensboro Canning Co. before they closed their doors. JV was a Christian man who was outgoing and friendly to all he met. He loved his family and thoroughly enjoyed spending time with them.
The family would like to express their sincere appreciation to the caring staffs at Heartford House and Twin Rivers.
