City to annex property on Elm Street for low-income housing

The City of Owensboro’s Board of Commissioners voted in approval Tuesday to annex the property located at 620 Elm St.

The property, which formerly housed the St. Paul AME (African Methodist Episcopal) Church will be converted into two new housing units.

The property is located in a residential neighborhood and is now observed as a vacant lot after the St. Paul AME Church was torn down in 2016.

City Manager Nate Pagan said the City will use Federal HOME funds to purchase the property, which will be divided into two lots for two different homes.

“One lot will be transferred to Habitat for Humanity for a Habitat project,” Pagan said. “The other lot will be obtained for a new low-income home we will build.”
