Annexations for DCMS property approved

City Commissioners voted in approval of two annexations and the purchase of a third plot of land Tuesday related to the future Daviess County Middle School property, which will be located at 3901 Fairview Dr.

One annexation includes approximately 25 acres of land on Pleasant Valley Road for the purpose of extending Fairview Drive, while another includes roughly 23 acres at Hayden Road near KY 603. 

Commissioners also approved a municipal order authorizing the purchase of another portion of Pleasant Valley Road totaling nearly 25 acres that will be used to enter and exit the DCMS property. Following the purchase, that land will also be annexed.

According to City Manager Nate Pagan, the City will only utilize about 1.36 acres of the annexed land. The remaining 22.87 acres will be sold to Professional Properties and Construction, LLC. 

The City annexed the future DCMS property after finding that it would have been located in both City and County territories. In order for DCPS to move forward with the project, the entire property had to fall under City jurisdiction. The annexation of the extended Fairview Drive property had to be done so the City could move forward with construction on the road. 

Another municipal order related to the right of way for Fairview Drive authorized the City to use a $500,000 grant from the Kentucky Transportation Cabinet (KYTC) for the extension project. 

“DCPS will make improvements to the intersection of Hayden Road and KY 603,” Pagan said. 

The primary improvement will focus on developing a turning lane onto Hayden Road from the Fairview Drive extension, Pagan said. The turning lane will initially be used as a private entrance for the DCMS property, but will later be converted into a public entrance for the school.

A municipal order to approve a similar agreement between Senior Green, LLC and the City of Owensboro regarding the annexation of about 24.73 acres of land was also approved, allowing the City to acquire the right of way and administer the $500,000 KYTC grant toward the project.
