• Samuel Cloyd, 33, of the 500 block of Elm Street was charged Thursday with possession of a handgun by a convicted felon, first-degree trafficking of a controlled substance (meth enhanced) and first-degree possession of a controlled substance.
• Melissa Mann, 34, of the 2100 block of E. 19th Street was charged Thursday with first-degree possession of a controlled substance (meth).
