Brown named OPS Personnel Director

Owensboro Public Schools has named Carlie Brown as the district’s Personnel Director. Brown will replace Chief Operations Officer Lisa McCarty, who will be retiring Jan. 1 after more than 30 years of service to the district. 

Brown is a 1999 graduate of Owensboro High School and is excited to return to a familiar setting. 

“Owensboro Public Schools has always had a sense of home for me,” Brown said. “I’m excited to be back in the district where I grew up.” 

Brown comes to Owensboro Public Schools after having spent the past 5 years as an assistant human resources manager at TTMA. She holds a bachelor of arts from Western Kentucky University and a Masters in human relations from Walden University. 

In this role, Brown will be focused on leading the human resources team in recruiting, hiring, training and retaining diverse, quality employees; managing assigned operations in accordance with district policies; providing information to the Board, superintendent, staff and the public; ensuring compliance to established policies, procedures and/or codes; and addressing a variety of administrative needs and processes. 

“Carlie’s experience in human resources with her previous employer will transition well into this new role,” said OPS Superintendent Matthew Constant. “We are always thrilled when we can bring a member of the OPS family home and I know that we have found a quality employee who will help grow our diverse workforce.” 

Brown will begin her new role Dec. 7 and will work closely with Lisa McCarty to transition into the human resource department before McCarty retires.
