OPD: ‘Operation take back’ leads to 15 arrests

Today members from the Owensboro Police Department with assistance from the Kentucky State Police and Bureau of Alcohol, Tobacco, and Firearms arrested 15 individuals and seized seven guns and more than 4 ounces of methamphetamine as part of “Operation Take Back.”

“This operation is the result of several lengthy investigations targeting illegal drug operations and criminals that have been victimizing our citizens and is focused on making our community a safer place to live,” an OPD news release said.

OPD encourages anyone that has information related to drugs or criminal activity to call the Owensboro Police Department at 270-687-8888, or leave an anonymous tip with Crime Stoppers at 270-687-8484.

In the news release sent Tuesday, OPD listed the following individuals that were arrested as a part of Operation Take Back:

Willie E. Barksdale Jr., 39 years old, of Owensboro was charged with a federal indictment on conspiracy to distribute methamphetamine.

Chad D. Drake, 38 years old, of Owensboro was charged with trafficking in controlled substance first degree (first offense – meth; more than 2 grams).

Edward Boehman, 24 years old, of Owensboro was charged with trafficking in controlled substance first degree (meth – more than 2 grams).

Gerald L. Payne, 33 years old, of Owensboro was charged with a warrant in trafficking in controlled substance first degree (first offense – meth; more than 2 grams).

Justin M. Hellman, 38 years old, of Owensboro was charged with trafficking in controlled substance first degree (first offense – meth; more than 2 grams).

Douglas L. Allen, 31 years old, of Owensboro was charged with trafficking in controlled substance first degree (first offense – meth; more than 2 grams) and a warrant for failure to appear.

Jaymes F. Devine, 32 years old, of Owensboro was charged with trafficking in controlled substance first degree (first offense – meth; more than 2 grams).

Joshua A. Smith, 35 years old, of Owensboro was charged with trafficking in controlled substance first degree (first offense – meth; more than 2 grams).

Donald Brown, 29 years old, of Owensboro was charged with two warrants for contempt of court.

Clint E. Fulkerson, 45 years old, was charged with possession of controlled substance first degree (first offense – meth) and possession of controlled substance second degree (first offense – amphetamine) and possession of drug paraphernalia.

Jerri B. White, 35 years old, of Owensboro was charged with possession of controlled substance first degree (first offense – meth), and possession of controlled substance second degree (first offense – amphetamine) and possession of drug paraphernalia.

Cindy Cavanaugh, 61 years old, of Utica, Kentucky was charged with a warrant for failure to appear.

Kalaha Elliott, 18 years old, of Owensboro was charged with a warrant for failure to appear.

Gerri Rickard, 60 years old, of Owensboro was charged with trafficking in controlled substance first degree (first offense – meth; more than 2 grams; enhanced with firearm), possession of drug paraphernalia and possession of firearm by a convicted felon.

James Evans, 50 years old, of Owensboro was charged with trafficking in controlled substance first degree (first offense – meth; more than 2 grams; enhanced with firearm), possession of drug paraphernalia and possession of firearm by a convicted felon.
