City’s finance department receives national award for second time

The City of Owensboro recently earned its second Government Finance Officers Association Award for their Popular Annual Financial Report (PAFR). As explained by City officials, a PAFR is an easy-to-read, high-level summary of an annual financial report. 

In order to be eligible for the PAFR award, a city must also submit its Comprehensive Annual Financial Report (CAFR) to GFOA’s Certificate of Achievement for Excellence in Financial Reporting Program and have received the CAFR award for the current fiscal year.

Each report is reviewed by four judges based on four categories: reader appeal, understability, distribution methods, and other (creativity, for example). 

Any PAFR with a score of 75.00% or higher is granted the award. According to Director of Finance and Support Services Angela Hamric Waninger, Owensboro’s finance department earned a weighted score of 81.20% for the fiscal year ending on June 30, 2019. 

Waninger said this award means a great deal for the City of Owensboro and its residents because of the national notoriety that comes with it receiving it.  

Waninger said: “The citizens also get the opportunity to read about their city in a format that is a quick and easy read.”
