Fiscal Court approves study for potential water line replacement on Jack Hinton Road

Daviess County Fiscal Court on Tuesday approved an agreement with Western Kentucky University to do an archeological study for a potential water line replacement project on Jack Hinton Road.

Judge-Executive Al Mattingly said they received $3.7 million in funds from Senate Bill 36 to go toward water infrastructure. He said after meeting with all water purveyors in Daviess County, the East Daviess County Water Association proposed upgrading the water lines on Jack Hinton Road to 6-inch pipes.

Mattingly said the current pipes are roughly 3-4 inches wide which is “not sufficient to support fire hydrants.”

The Kentucky Transportation Cabinet mandated that to move forward with the upgrade, an archeological study must be done over the 33,000 feet of highway.

The study will take about 2-4 weeks to complete and cost about $2,500.

In other business, county commissioners also entered a memorandum of understanding with the Emergency Management Agency and Owensboro Community & Technical College for an alternate Emergency Operations Center.

The center currently is located on Allen Street. The memorandum states that if they need to vacate the office any reason, the main OCTC campus off New Hartford Road will serve as a relocation spot. The alternate location would only be used in emergency situations.

“They were gracious enough to give us a room that we could occupy out there. It’ll be a turn-key operation in a computer lab that’s already established,” said EMA Deputy Director John Clouse.

Commissioners also signed a contract with Geosynthetics CQA Services granting the agency to complete the liner on the current landfill location.

Fiscal Court also continued their agreement with Hurricane Marina, LLC on 21 acres that they upkeep for the county.
