Triplett Twist improvements nearly finished, city looking to next revitalization project

With the City of Owensboro’s Triplett Twist revitalization expected to be finished in the coming weeks, Community Development Director Abby Shelton said officials are preparing to chose the next revitalization project.

The City of Owensboro began revitalizing the Triplett Twist district in 2015, renovating both commercial and residential properties across the area. It primarily includes properties between East 9 and 24th streets and the west side of Breckenridge Street to J.R. Miller Boulevard.

At a previous City Commission meeting, Shelton revealed they are considering three areas for the upcoming redevelopment project.

The proposed locations are the following:

  • Option 1 — north boundary of 4th Street, south boundary of Griffith Avenue, east boundary of Frederica Street, west boundary of Walnut Street
  • Option 2 — north boundary of East 2nd Street, south boundary of East 9th Street, east boundary of Breckenridge Streer, west boundary of Triplett Street.
  • Option 3 — north boundary of West 4th Street, south boundary of West 5th Street Road, east boundary of Jeff Place, west boundary of Ridgewood and Danberry Streets.

Shelton told the Commissioners that they are able to choose one, two, all three locations — or recommend another area.

According to Shelton, Option 1 has 461 residential structures, 100 commercial lots, and 21 vacant lots. The average structure age dates back to being built in 1941.

“This proposed NRSA boundary has a good mix of older homes that I think would be right for rehab. So we have proposed programming for exterior rehab, commercial facade rehab, down payment assistance, beautification, new single-family builds, and rental rehab and there is probably also an opportunity for some public benefit in that area,” she said.

Option 2 has 188 residential structures, 135 commercial lots and 37 vacant lots. The average structure age dates back to being built in 1922.

“It has a lot of opportunity for exterior rehab, commercial facade rehab, down payment assistance, beautification, new single-family builds ,and rental rehab,” she said.

Option 3 has 586 residential structures, 4 commercial lots, and 2 vacant lots. This project, should it be selected will be mainly residential programming such as homeowner exterior rehab, down payment assistance, beautification, new single-family builds, and rental rehab.
