City Commission $70.6M budget, with no tax rate changes

Owensboro City Commission approved a $70.6 million 2023-24 budget Tuesday evening. City Manager Nate Pagan said it’s a balanced budget that also invests in infrastructure, public safety, and City employees.

Pagan previously called the budges “status quo” when it was first presented in to the City Commission in May. It will go into effect on July 1.

The budget has no tax rate changes and focuses primarily on the internal staff of the City of Owensboro, including increasing pay across the board.

The $70,682,865 budget is broken down by department as follows:

  • Public Safety — $34,251,823
  • Support Services — $9,223,632
  • Public Works — $7,208,926
  • General Government — $4,406,422
  • Parks — $4,434,782
  • Agencies — $1,947,724
  • Community Development — $340,938

The budget includes Operating Transfers of $8,397,044, Transfer to Debt Service of $406,574 and Capital Transfers of $65,000.

The budget passed with 4 yes votes, as newly appointed interim Commissioner Sharon NeSmith refused to vote. NeSmith and Pagan clarified that she did not vote because she was not present for the May presentation.
