A 34-year-old Owensboro man has been charged with two counts of sexual abuse for separate alleged incidents that occurred in the area of East 5th and Clay streets, according to the Owensboro Police Department.
According to a release, at approximately 7:59 a.m. Monday OPD responded to a suspicious person complaint in the area of East 5th and Clay. Officers spoke with the victim, “who advised a male subject chased her down, attempted to grab her cell phone, and touched her inappropriately before leaving the area,” according to the release.
During the investigation, officers located the suspect in the 700 block of Bolivar Street. The suspect was identified as Francisco Gaspar, who was transported back to OPD.
Officers and detectives from the Criminal Investigations Division were able to determine Gaspar was a suspect in a similar incident that occurred in the same area previously, according to OPD. Gaspar was interviewed and subsequently arrested.
