Daviess County Fiscal Court approved a proposal Thursday for professional design services by Axiom Architecture to develop plans for a new 50-by-75-foot transfer pad with a truck pit at the County’s Grimes Avenue transfer station. The design, once finalized, could lead to construction that would restore the station’s ability to accept construction, demolition, and debris (CD&D) materials.
The Green River Building Industry Association (GRBIA) welcomed the project. The association has advocated for the change since CD&D disposal was relocated to the landfill. Officials said the move increased costs and logistical challenges for builders while also contributing to roadside litter.
County Commissioner Chris Castlen said the project addresses these concerns while being financially sustainable.
“This solution will save money for homebuilders and contractors while reducing roadside trash,” Castlen said. “It provides a more accessible location and minimizes issues like flat tires from driving to the landfill.”
The approved design proposal outlines the construction of a transfer pad adjacent to the existing transfer building. Features will include short retaining walls and fall protection at the edge of the pit. The pad will not include a roof.
Axiom Architecture will provide schematic design, construction drawings, permitting assistance, and construction oversight. The total cost for the design and construction administration services is $20,800. Judge-Executive Charlie Castlen said a portion of the construction work will be handled in-house, but additional work will require outside contractors.
Charlie Castlen emphasized that the project is currently in the design phase.
“This is strictly for design services,” Charlie Castlen said. “Once the design is finalized, the County will solicit bids for construction and a timeline for when CD&D materials can be accepted again will be determined.”
Representatives from the GRBIA expressed gratitude to the court for addressing their concerns. Executive Officer Adam Hicks praised the effort as a win for the local building industry.
“This will save local builders time and money, savings that can be passed on to homeowners and businesses,” Hicks said. “We deeply appreciate the leadership and commitment shown by Commissioner Castlen and Judge Castlen.”
Axiom’s proposal projects completion of the initial design by mid-December and having the final bid documents ready shortly after that.
