• Winston Smith, 26, of the 800 block of East Fifth Street was charged Thursday with first-degree possession of a controlled substance (meth).
• Kaitlyn J. Kuykendall, 24, of Philpot, was charged Thursday with first-degree possession of a controlled substance (meth).
