Owensboro Police Department
• Joseph Kelly Mayfield, 45, of Utica, KY, was charged Monday with theft by unlawful taking or disposition of property valued between $10,000 and $1,000,000.
• Winston Tyler Smith, 30, of 1101 Burlew Blvd #911, was charged Monday with first-degree wanton endangerment (discharge of firearm) and possession of a handgun by a convicted felon.
