Jerry D. Goodwin, 47, of the 1900 block of Windsor Ave. was charged Thursday with first-degree possession of a controlled substance (cocaine).
Mark A. Collins, 44, of the 1500 block of Hathaway St. was charged Thursday with possession of synthetic drugs and possession of drug paraphernalia.
Juwan Cotton, 21, of the 4000 block of Carpenter Dr. was charged Thursday with no registration plates, driving without an operating license and trafficking in marijuana (less than 8 ounces).

Kenneth Wallen, 35, of the 2200 block of Bluff Ave. was charged Thursday with probation violation for a felony offense.
Cortney M. Daugherty, 31, of the 5400 block of 554 Hwy. was charged Thursday with first-degree criminal possession of a forged instrument.
