Louis W. Byard, 47, of the 1200 block of Meadowland Dr. was charged Monday with first-degree possession of a controlled substance (heroin) and possession of drug paraphernalia.
Todd E. Carpenter, 51, of the 1600 block of W. Parrish Ave. was charged Monday with driving under the influence.
Shalonna Coker, 43, of the 500 block of Manchester Ct. was charged Monday with two counts of first-degree possession of a controlled substance (cocaine and meth), possession of drug paraphernalia and possession of marijuana.
