Due to the expected rainy forecast for Wednesday, The City of Owensboro and Daviess County are recommending that community outdoor Halloween events — trick-or-treating — be observed Tuesday, according to a press release sent Monday morning. Because Halloween is not a city-sponsored event, there are not recommended times for trick-or-treating to begin or end. The City of Owensboro and Daviess County leave that decision up to community members.
