2022-23 school performance data released; OPS, DCPS largely show improvement

Owensboro and Daviess County public school districts have received their “report cards” from the Kentucky Department of Education (KDE) that reflect performance in state assessment results, postsecondary readiness, and more. Overall, both districts largely showed improvement at all grade levels over the previous year’s results.

Each year Kentucky publishes a School Report Card as an accountability system to highlight key education metrics. For the report cards released Tuesday, data was compiled at the end of the 2022-23 school year using assessments administered to students in grades 3-8 and 10-11 during the final two weeks of classes.

Kentucky’s current accountability system was fully implemented during the 2022-2023 school year. It was the first year in which “Status” and “Change” metrics both impacted the overall performance rating. (Because the system was first used for the 2021-22 school year, only “Status” was used for performance rating because there were no previous results to reference for “Change.”)

How to interpret the school report card

  • The colored-coded dials for Overall Performance Rating are based on a combination of Status (current year performance) and Change (difference between the current year and prior year’s Status).
    • The five color levels on the dials are: blue (highest), green, yellow, orange, and red (lowest).
  • The Indicator Performance Ratings (meaning specific subsets of data such as by school or by category) similarly are displayed on color-coded dials based on the combination of Status and Change levels.
  • Each indicator also shows the Status and Change levels.
    • Status levels are: very high (blue), high, medium, low, and very low (red).
    • Change levels are: increased significantly, increased, maintained, declined, and declined significantly. 

Example: In 2021-22, Owensboro Middle School’s Status level in the Indicator Performance Rating for Science, Social Studies, & Combined Writing was low (orange). In 2022-23, their Status level was medium (yellow), meaning their Change level was increased. Combining the Status and Change levels, their Indicator Performance Rating was green.

Additionally, schools may have a federal classification of Targeted Support and Improvement (TSI). That classification is given when one or more of the same subgroups (such as English Language learners, Latino population, students with disabilities) performs as poorly as all students in any of the lowest performing 5% of schools (by level – elementary, middle or high school) based on school performance, for two consecutive years, according to KDE.

The overview of local schools’ performance is summarized below. Many results are in the yellow to blue levels due to maintaining or improving upon last year’s results. To see last year’s overview of their performances, click here.
