• Philip Erb, 42, of the 3700 block of Ralph Avenue was charged on Thursday with possession of matter that portrays sexual performance by a minor and possession of a controlled substance first-degree, third offense (meth), drug paraphernalia-buy/possess, and possession of marijuana.
• Andrew Coons, 34, of the 2000 block of East 21st Street was charged Thursday with public intoxication of drugs, assault fourth-degree, terroristic threatening, and third-degree menacing.
• Quin Rogers, 23, homeless, was charged Thursday with assault first-degree.
• Quin Rogers, 23, homeless, was charged Thursday with disorderly conduct second-degree and terroristic threatening third-degree.
• Tracy Hancock, 32, of the 700 block of Poindexter Street was charged Thursday with leaving the scene of an accident, failure to render aid or assistance, and failure to produce an insurance card.
