UPDATE – According to the Owensboro Police Department the pedestrian that was struck by a vehicle on Second Street on Feb.22, Joyce Ann Clements, has died from her injuries.
UPDATE – The victim in this accident has been identified as Joyce Ann Clements, 48-year-old female, of Owensboro. The vehicle involved in the accident was a 2015 Volkswagen passenger car driven by Michael H. Outland, 60-year-old male, of Owensboro.
According to the Owensboro Police Department, Second Street is currently closed due to a collision on at approximately 6:03 a.m., the Owensboro Police Department was dispatched to an accident with injuries on West 2nd Street at Frayser Avenue where a vehicle struck an adult pedestrian. Due to potentially life-threatening injuries, an accident reconstruction will be completed. West 2nd Street will be closed for an undetermined amount of time for the accident reconstruction and motorists are asked to use West 3rd Street or West 5th Street to avoid the area.
