Fiscal Court hears first reading of speed limit ordinance

Daviess Fiscal Court heard the first reading of an ordinance to add the Meadow Lands Elementary School zone to the county’s established speed limits statute Thursday at its monthly meeting.

Ordinance 8-2020 will amend KOC 530.13 that establishes the speed limits for Daviess County roads.

The last time this ordinance was reviewed was in 2015, and Daviess County Judge-Executive Al Mattingly said they would just be amending the ordinance already in existence. 

County engineer Mark Brasher said after talking with county attorney Claud Porter, they believe it’s appropriate to have school zone on the speed limit ordinance. 

The ordinance states that Daviess County is authorized to establish speed limits on county roads. Any changes or additions require an ordinance, which requires two readings, a vote and publication.

The only other school that is on a county road is Country Heights Elementary School, which is at the end of a county road in a subdivision.

County purchasing agent Jordan Johnson also brought the consideration of a business associate agreement and memorandum of understanding (MOU) with Green River District Health Department on behalf of EMA’s Citizen Corps Program-Medical Reserve Corps.

The annual agreement with GRHD is they provide support to the local EMA office during disasters and emergencies with the medical reserve core. In return they are afforded liability insurance coverage through the state EMA office. 

The motion was approved by everyone.
