Fiscal Court approves grant application to help residents with past-due utility bills

Daviess County Fiscal Court voted this week to apply for $200,000 from the state’s Coronavirus Response Utility Assistance Program, which is dedicated to assisting residents that have fallen behind on utility bills because of the pandemic. 

Tom Lovett, MPO Coordinator for the Green River Area Development District (GRADD), said Fiscal Court will choose a partner agency —  likely Audubon Area Community Services, though that’s not been finalized — who will administer the funding.

The grant will cover heating, gas, electric, water and sewage payments, Lovett said. However, because the LIHEAP program is already in place to help residents cover their electric bills, the state would like to see this Community Development Block Grant focused on funding water and sewage, Lovett said. 

With CDBG funds, there is typically a low-to-moderate income requirement, but that will be waived, Lovett added. Residents who apply for assistance will not require a disconnection notice either. 

The application will be submitted in early March, Lovett said. After that, it could take another 30-45 days to get approval.
