Winkler promoted to OPD Deputy Chief of Police

OPD Major J.D. Winkler

Lieutenant Colonel J.D. Winkler has been promoted to Deputy Chief of Police for Owensboro Police Department. This position has not been filled since the previous deputy chief left roughly 3 years ago.

Owensboro City Commissioners approved the promotion during a special called meeting Tuesday morning.

Michael Staples was promoted to Winkler’s previous position of Police Major.

The appointments go into effect on April 10.

In other business, Commissioners also passed a municipal order correcting the investment numbers and employees in a previous agreement with Sazarac Distillers, LLC.

City Manager Nate Pagan said this order will allow for a corrected capital investment of $28,952,292 and baseline employment of 404 employees compared to the previously reported numbers which were incorrectly supplied.

This decision comes as The Kentucky Economic Development Financing Authority will consider final approval for the Sazarac Distillers project.

The order does not change the actual payout or the incentive for the company.

“It remains at a 1% rebate of occupational taxes for the new jobs capped at 25,000 per year for a total of 10 years,” Pagan said.
