OT presents: 2020 Voter’s Guide for local election

With Election Day three weeks away and early in-person voting beginning today, Owensboro Times is presenting a Voter’s Guide that includes some of the most important info voters need to know.

Additionally, OT is hosting live virtual Town Halls for the Owensboro Mayoral and City Commission races throughout the day today. Those will be streamed on our Facebook page here. Those will be free to view and will remain on our social media. Links to each video will also be uploaded following the events.

Included in the OT Voter’s Guide are brief biographies and platforms for Owensboro’s Mayoral and City Commission candidates, as well as those running for local school boards. Also included is the ability to download a sample ballot and the Daviess County General Election plan from the Clerk’s Office.

  • Five candidates are vying for four seats.
  • Candidates in the order they appear on the ballot are: Pam Morris, Shawn Trevor Crabtree, Joseph “Buddy” Mattingly, Robert D. “Bob” Abell, Joseph “Joey” Beatty

  • Click here for the two-sided ballot, including the full text of two Constitutional Amendments.
  • On the front of the ballot are local, state and national races.
  • On the back of the ballot are two Constitutional Amendments. Voters are encouraged to take note and remember to flip the ballot over when voting.
  • Constitutional Amendment 1 is more commonly known as Marsy’s Law. Marsy’s Law appeared on the 2018 ballot and will make a reappearance in 2020. It would add specific rights of crime victims to the Kentucky Constitution.
  • Constitutional Amendment 2 would require candidates running for District Court judge to have more than two years of experience practicing law and would extend terms for District Court Judges from four to eight years.

Daviess County General Election plan

  • The deadline to request an absentee ballot has already passed. Mail-in ballots must be postmarked by Nov. 3. According to the Clerk’s Office, ballots may be dropped off at official boxes located at”

    • Western Kentucky University-Owensboro
    • Daviess County Public Library
    • Whitesville City Hall

  • Early voting begins Oct. 13 and runs through Nov. 2.
    • Voters can go to the Daviess County Courthouse Monday-Friday from 8:30 a.m.–4 p.m. or Oct. 17, 24 and 31 from 8 a.m. until noon.
    • They may also go to Towne Square Mall in the old Burke’s Department Store Monday-Friday from 8:30 a.m.–4 p.m.
  • Election Day will be Nov. 3 from 6 a.m.-6 p.m. Locations include:
    • Owensboro Sportscenter
    • Yellow Creek Baptist Church gym
    • Bellevue Baptist Church gym
    • Hines Convention Center
    • Towne Square Mall in the former Burke’s Department Store
    • Owensboro Christian Church
